Operating OTEC from floating platforms has been integral to the engineering efforts evolving since the concept's reemergence during the mid-1970s. The inundation of conceptual and preliminary designs, experimental data from component and systems testing, analytic modeling techniques and scientific research from a variety of disciplines has, by shear volume, made an overall understanding of development activities difficult. This paper will address the key issues and answers regarding ocean engineering aspects of feasible floating OTEC 40 MWe plants by highlighting the most up-to-date events concerning areas of platform and cold water pipe developments and extension of mooring systems to ultra deep waters. The environmental description required for structural design will also be addressed. The development of OTEC plants is a national goal, funded largely by Department of Energy resources. A major portion of the results of ocean engineering research and development is directly available to cognizant individuals within the industry. Established and emerging small and large companies exploring entry into OTEC development need a current, concise summary of accomplishments to establish their needs and priorities. By compiling the pertinent information of present and completed programs concerning floating OTEC concepts, future programs may concentrate on identified weaknesses and thus increase their effectiveness.
