The Highways Agency Traffic Control Centre Project (TCC) is being procured as a private finance initiative (PFI) project within the overall context of the UK Governments Public Private Partnership (PPP) policy. At the time of writing (December 1999) three consortia have submitted their competing bids and negotiations are expected to lead to contract award in the middle of 2000. The successful consortium will form a commercial entity that we have called the TCC Company. Tenders are based on a ten-year service contract where payment will be linked to TCC Co's performance when delivering the specified services. The Company is also expected to generate private sector revenue from regulated rights to exploit traffic information commercially. The paper explains the development of the services to be delivered through the TCC project and how these services will integrate with the operations of other interested parties and stakeholders.
