The Carolinas Coastal Ocean Observation and Prediction System (Caro-COOPS) has been initiated as a joint venture between the University of South Carolina and North Carolina State University (NCSU). The program is an integrated system of observations, data communications and management that will enhance decision-making efforts by coastal communities through timely delivery of environmental information. To satisfy the near-real-time telemetry requirement of Caro-COOPS, NCSU was tasked with developing a six-month deployable, telemetry and ocean observing buoy (TOOB) system. The TOOB system is composed of three basic components, namely, anchoring, mooring elements that include a sub-surface data telemetry link, and buoy system control and surface telemetry. The original measurement requirements of the system included near-real-time observations of currents throughout the water column using RD instrument's Workhorse acoustic Doppler current profilers (ADCP), precise sea-level height using Seabird Electronics' SBE 16 Seacat with digiquartz pressure sensor, and mid-water column. First deployment records indicate that the bi-moor configuration of the TOOB system has proven quite effective in preventing buoy migration from affecting the bottom-mounted ADCP acoustical pathways.
