Directive 2002/49/EC of the European Parliament and of the Council of 25 June 2002, relating to the assessment and management of environmental noise (END) requires, that the EU Member States have to inform the European Commission about the number of people exposed to noise in their country. Acc. to Annex VI of the END, the number of people living in buildings with an Lden and/or an Lnight (each in dB(A)) at 4 m height at the most exposed facade of the building must be counted separately in each of the following noise level bands: Lden: 55-59, 60-64, 65-69, 70-74, > 75 [dB(A)] Lnight: 50-54, 55-59, 60-64, 65-69, > 70 [dB(A)] Depending on the availability of population related data the 'Guidelines on the Determination of the Number of People Exposed' are describing the assignment of the number of inhabitants to buildings. The details on traffic noise, railway noise, and aircraft noise as well as noise of industrial sites are to be treated separately. Experience shows that 'living space per inhabitant' is available only from the level of 'block side'. Up to date details are available at Federal and Regional Statistical Authorities. For the year of 2003, the following means have been stated by the Federal Statistical Authority (Statistisches Bundesamt): West Germany: WE = 41 m2 living space/ inh. East Germany: WE = 38 m2 living space/ inh. All inhabitants of a building are equally distributed to the decisive receiver points that have been previously determined. The so determined value 'inhabitant per decisive receiver point' is assigned to the decisive noise level at this specific point.
