In 2010, the section within the Infrastructure operation of the Swiss Federal Railways (SBB) responsible for the fixed-asset management of the track started working on a project known as "SBB standard elements", the purpose of which is to establish a new basis for the direction in which to take the strategic management of the track. The superstructure strategy has given rise to the issuing of a new set of regulations. These are based on the report on the state of the network, which has to be drawn up every year. The ideal railway track is homogenous, functional and long-lived and thus economic. The factors driving the costs of the superstructure were analysed and the life-cycle costs were laid down as a management criterion. The requirements as regards loads and speeds are taken as given, and the resulting regulations are focused on safety.
