For all concerned - legislators, manufacturers, testing authorities etc. - the forthcoming steps towards reduction of noise emissions in urban traffic using the new measuring regulations of the ISO version 362-1 (2012) corresponding to ECE R51.03 means a completely fresh start in terms of setting limits, developing measures, measurement and assessment. The old methods and stipulations for setting limits also have to be reassessed in all (new) classes and adjusted, as the old procedure does not correlate in any way with the actual noise behavior in real urban traffic. It is therefore neither possible to identify any rule or method for deriving new limits, nor to use the old limits as a starting point for the new ones. The paper explains the procedure developed to address this complex issue by the industry in collaboration with international organizations and authorities. Using the example of heavy trucks it provides on the one hand details of the interrelationships mentioned above, while on the other hand discussing procedures and measures for (more) effective limit steps and indicating the timeframe necessary for reducing the noise emitted by vehicles in cities in the future. The result of the voting in the EU-Parliament is shown and commented.
