The demand for land-mobile communications services on a Europa-wide basis is an important and pressing problem, particularly in sectors of the business activity such as the road transport industry. The potential market is estimated to encompass several hundred thousand vehicles. This demand could only be satisfied in the foreseeable future by means of satellite-based Private Mobile Radio (PWR) networks. ESA proposes to deploy a European satellite system for mobile communications and is currently defining a payload that could be embarked on host satellites such as those of EUTELSAT. ESA is also testing the market by means of a data transmission system, called PRODAT, which is undergoing field trials.
