The activities, responsibilities, and competition-enhancing benefits of a design-agent form of acquisition management is examined within several different application scenarios. It is claimed that the design agent's ability to uniquely establish and control multiple contractors for competition enhancement purposes has direct relevance to the need for improved acquisition strategies on efforts such as the US Air Force Avionics Laboratories' standard module programs and their applications. A specific recommendation is that the US Air Force Wright Aeronautical Laboratories should give serious consideration to being pathfinders in the adoption and application of FSED and production-supporting acquisition strategies at appropriate states of selected advanced development programs.
