The prevention of avoidable accidents and the management of traffic during any incident have been a focus of attention in recent years. The paper considers the means of detecting hazardous conditions and the use of one particular algorithm HIOCC, to develop and install a practical incident detection system in the United Kingdom. The method utilises single site detection and the occupancy parameter from road loop detection. This algorithm was tested at seven sites on the M1 in Bedfordshire and carefully assessed.
