Small dual-purpose satellites are emerging as viable contenders for both military and civil surveillance applications. The cost-effective and highly survivable small satellites are stimulating real time information systems concepts for use by local tactical commanders in a variety of threat scenarios. The small spacecraft, with significant technical commonalities, also could offer continuous, close coverage over the whole Earth for agriculture, pollution and meteorology observations. The Strategic Defense Initiative is seeking to add defense to the reconnaissance and observation satellite missions performed in space. This is leading to the development of tiny but capable space-based brilliant pebbles single hit-to-kill interceptors, with masses of 30 to 40 kg.
