Spill exposure is a logical measuring tool to evaluate risk from pipeline ruptures. The pipeline safety act of 1996 challenges the pipeline industry to use risk analysis methods to establish industry standards for safe pipeline operation. Calculations are for petroleum liquids other than liquid petroleum gasses. Compliance with Federal DOT regulations for pipeline operation and maintenance is assumed for all studies. Spill is site specific and is defined as the maximum spill exposure based upon the operation just prior to leak start and the rate of flow feeding the leak. Tests to determine spill prior to Control Center alarm have shown a wide scatter of data. This paper shows why.
