The growing importance of rail transport for freight and passenger movements has increased its significance as an element of critical infrastructure in the United States. As a key part of the transportation system, rail presents an inviting target for terrorist attacks, as shown by the frequency and severity of attacks worldwide. This paper reviews threats and vulnerabilities to passenger and rail freight operations and stressed the connectivity of rail with industries served and other transportation modes with which rail connects. The paper examines key policies and programs designed to deal with security issues with an emphasis on the role played by the Department of Homeland Security. We end with a set of recommendations around the themes of information sharing, public–private partnerships, and the need to see rail security issues in the context of the overall transportation system.
