The global supply chain uses seaports for the intermodal transfer of goods dominated by closed shipping containers passing through national borders. Shippers demand accurate and timely delivery at competitive prices. While ports always needed to keep cargo safe from damage and thieves, since 9/11, they must secure cargo against the risk of terror. Terrorists, with or without dangerous materials, seek to pass through the port and/or destroy terminals, cargo, people, and economies.

    This chapter presents the security challenge for cargoes shipped in the “closed box,” explaining that the lacking knowledge of terror risk demands a complete seaport barrier to prevent successful terror events. The technology of container scanning is described and evaluated for its effectiveness and productivity impacts, finding a “great debate” on nonintrusive scanning of all containers versus scanning only those recognized as high‐risk cargo. The positions of key interests and critics provide competing solutions to this debate. Additionally, the responsibility to develop and fund the security barrier is seen evolving from a public obligation of the federal government to a larger role for the port, its terminal operators, and logistics partners.
