The invention discloses an automatic cable coiling and uncoiling device used for a mooring unmanned plane aircraft. The device comprises a rotating arm and a cable disc. One end of the rotating arm is connected with a driving device. A cabling sleeve is arranged at the end of the outer side of the rotating arm. A cable is connected with the aircraft from the cable disc through the cabling sleeve. The cabling sleeve comprises a sleeve ring. A plurality of ball grooves used for installing balls are formed in the sleeve ring. The balls are installed inside the ball grooves. The balls are half exposed at openings of the ball grooves. According to the device, the rotating arm is driven by the driving device to rotate so that the cable in the cable disc can be coiled and uncoiled. The coiling efficiency of the rotating arm is high, and the coiling effect is good. The cable can be in sliding contact with the balls in the sleeve ring, so that the cable is prevented from being curled or getting stuck, and the coiling speed and uncoiling speed of the cable are improved.
