The invention belongs to the technical field of scene generation, and particularly discloses a C-V2X-based key scene generation method, risk assessment method and system, and the method comprises the steps: collecting original data, screening out the abnormal values of vehicle speed and acceleration in the original data, and replacing the abnormal values with proper values; unscented Kalman filtering is used, vehicle noise in the original data is removed, suspected scenes of the three key scenes are extracted from the original data, key parameters of the scenes corresponding to the extracted suspected scenes are solved respectively, traffic quality parameters of all the suspected scenes are calculated, and the traffic quality of all the suspected scenes is calculated according to the key parameters and the traffic quality parameters. And clustering the suspected scenes of each key scene, and evaluating the risk level of the suspected scenes. According to the technical scheme, data analysis is carried out on the historical track of the real vehicle, the suspected key scene is extracted, then risk assessment of the key scene is completed through key parameter clustering of the scene, and the data authenticity is improved.
