Priority development of public transport is essential and efficient to relieve urban traffic congestion. Due to its economic and environmental benefits, modern tram has attracted more and more research attention. The efficiency and safety of tram operation are influenced by the traffic intersection organization profoundly. The objectives of this paper are to analyze the form of traffic organization at intersections and to develop a safety evaluation calculation model using traffic conflict technique. A typical intersection is selected by the research of Chengyang modern tram in Qingdao with simulation, and the optimization of intersection is proposed. It’s found that the simulation verifies the scientific and feasibility of the proposed model. Additionally, the delays and queue length of the intersection is reduced vastly after the channelization and signal timing optimization. The control strategies of modern trams could be viewed as a reference in other cities.
