In order to determine the reasonable scale of the urban road and minimize the cost of construction and the supply of urban road resources, we make use of the theory of bi-level programming to establish the reasonable road gradation model, which takes total road length, traffic supply-demand matching relationship, road capacity and road area supply as constraints. The road network of Huizhou is analyzed by using the model. The optimal solution of road grade for of main trunk road, secondary trunk road and branch road is obtained. It indicates the optimization of road network in the city and shows the urban road network optimization model is reasonable and feasible.
