The paper classifies the factors that influence the regional aviation transportation security which is based on "5M" model. The assessment index system for regional aviation transportation security is established with system theory, to find out the problems in regional aviation transportation of China that contrast with the main aviation transportation through expert consultation and expert scoring. These factors that influence the safety are analyzed based on Analytic Hierarchy Process (AHP). The weights about these factors which influence the safety about regional aviation transportation of China are calculated. The reasons about the differences that influence each weight are explained. Results show that the influence on the safety of regional aviation transportation in our country is due to the management of state, not due to the regional plane.
