Pedestrian Level of Service (PLOS) is a crucial measure of pedestrian experience at signalized intersections. Existing studies primarily focus on vehicular LOS, leaving a gap in pedestrian-specific research. This study aims to develop a PLOS model for heterogeneous traffic conditions. Data was collected through field observations and perception-based surveys at three major intersections in Colombo, Sri Lanka. A PLOS model was developed using significant variables: vehicular volume, pedestrian delay, and pedestrian crossing speed. The model’s accuracy was validated against standard models and perception-based surveys. Threshold values for PLOS grades were determined using k-means clustering. The findings highlight the need for improvements in pedestrian facilities, such as accessible crossings and longer crossing times. These insights are valuable for policymakers and traffic engineers to enhance pedestrian safety and mobility.
