Design and construction of shipyard at Tsu with two drydocks cut from 150 acre sandfill; reclaimed site juts 3000 ft into Ise Bay, southeast of Nagoya, with its 600,000-dwt-capacity building and repair docks lying parallel to shore; docks are designed so that shipbuilders can start construction of second vessel in one end of dock while completing construction of one at other end; movable partition wall in each dock separates work areas, and lock gates at both ends of docks permit launching from either end; each dock is 1650 ft long 248 ft wide and 39 ft deep.
