Discussion of studies underway at M.I.T., by S.J.Gordon and P.T. Tarpgaard, on replacing rudder with nozzle, or "shroud;" shrouds used to control rate of water flow around propeller, and hence pressure, are usually designed to be symmetric with respect to axis of propeller, so that forces will balance out and not affect overall motion of ship; if, instead, shroud is designed so that these forces do not counteract one another, large force will be exerted on shroud, and if shroud is maneuverable, it should be possible to control direction of that force and use it to steer ship.
