Costs are considered ultimate controlling factor; high cost of electrification is due to two items, cost of distribution system and higher cost of electric as compared with steam-locomotives; purchased power is considered as reliable as company's generated power and choice between both is merely matter of comparative costs; some thoughts on standardization.
