Rehabilitation program of Windsor, Essex and Lake Shore Railway includes roadbed, overhead system, power and purchase of new rolling stock; three 500-kw. fully automatic substations are being provided, locations being at Maidstone, Cottam and Ruthven; power will be supplied by Hydro Commission at these three points at 26,400 volts, 3 phase, 25 cycle and transformed by rotary converters to 600 volts d.c.
