Study is concerned with development of specification for traffic control system for urban freeways; specific problems investigated for system design are methods of predicting congestion, effectiveness of airborne observers, and design of ramp access advisory signal; attempt was made to formulate mathematical model on which method of anticipating traffic congestion can be based; traffic data from two urban freeways were applied to two computational logics to determine whether warning system is attainable at reasonable cost; description of two emergency traffic situations is included that were used to study effectiveness of airborne-observer surveillance and control system.
