Study is concerned with researches on traffic surveillance systems for urban freeways; investigations were performed on method for predicting travel time on urban freeway, and effectiveness of airborne observer to reroute traffic in event of traffic tie-up; development of mathematical logic to predict travel time on freeway is described; program to evaluate effectiveness of airborne observer to minimize delay by issuing alternate route advisories to motorists is reported; light airplane was used in place of helicopter for 24 one-hour flights; it was determined that airplane could be used for 80% of flights, helicopter being needed for flying in poor weather.
