Points out that only 2 1/2 to 5 per cent of accidents that occur have been caused by vehicle itself; enumerates improvements in design of motor vehicles that have contributed toward their safety, one being lowering of center of gravity of vehicle, improvements in braking, etc.; present methods of lighting are said to be inadequate and unsatisfactory.
