THE problem of the strength and stiffness of an eccentric circular tube or shaft has not, to the writer's knowledge, received attention in the ordinary engineering text-books. This is somewhat surprising in view of the fact that exact concentricity is not easily obtained in long shafts, During war-time, when highly skilled labour has to be supplemented by that of scantily trained and in-experienced men and women, it is unfortunately only too likely that engineers will frequently have to decide whether an eccentrically drilled shaft may be passed for service.
