The invention relates to the technical field of electric power, in particular to an obstacle-crossing travelling mechanism and a routing inspection electric overhead cart, which can perform routing inspection and maintenance operations on high-voltage transmission lines more safely and efficiently. The obstacle-crossing travelling mechanism is used for the routing inspection electric overhead cart which carries out routing inspection along conducting wires of high-voltage transmission lines. The obstacle-crossing travelling mechanism comprises a front rolling wheel, a back rolling wheel, a cross arm, an obstacle sensor and a cam, wherein the front rolling wheel and the back rolling wheel roll on a conducting wire, and an annular groove is formed in the outer peripheral edge of each of the front rolling wheel and the back rolling wheel for accommodating the conducting wire; the cross arm is connected between the front rolling wheel and the back rolling wheel; the obstacle sensor is arranged towards the front part of the front rolling wheel; the cam is rotatably mounted on the cross arm; if the obstacle sensor detects that a barrier exists in the front efficient range, the cam rolls on the conducting wire to enable the front side part of the cross arm to be propped and upwards inclined, and continuously rolls after the front rolling wheel is lifted away from the conducting wire and crosses the barrier to enable the front side part of the cross arm to fall downwards until the front side part of the cross arm falls on the conducting wire again.
