The invention discloses a fuel cell throttle valve, which comprises a throttle valve main body, an inlet and an outlet formed in the two sides of the throttle valve main body and two closing valves arranged in the throttle valve main body, wherein the two closing valves are oppositely arranged up and down, and elastic reset pieces are connected to the two closing valves respectively. The fuel cellthrottle valve further comprises a driving mechanism used for driving the two closing valves to be opened, and the output execution end of the driving mechanism can be in transmission connection withthe two closing valves. According to the fuel cell throttle valve provided by the embodiment of the invention, the upper closing valve and the lower closing valve can be opened through air pressure when the driving mechanism is powered off or breaks down, so that air flows to the outlet of the throttle valve from the inlet of the throttle valve, and the damage to a stack due to overlarge pressureis avoided. In addition, the invention also provides a fuel cell system and a fuel cell vehicle.
