A rocker arm (2), a servo mechanism simulation piece (7), a primary speed increasing gear and a main shaft (15) are fixedly arranged on a table body bottom plate (5), a left inertia disc (14) and a right inertia disc (16) are symmetrically arranged on the main shaft (15), and the servo mechanism simulation piece (7) pushes the rocker arm (2); the left inertia disc (14) and the right inertia disc (16) are driven to rotate through a first-stage speed increasing gear; the torsionbar (19) wholly penetrates through the axis of the main shaft (15), and one end of the torsion bar (19) is fixedly connected with the torque sensor (20); a gear pair is arranged at the tail end of themain shaft (15), an angular displacement sensor (18) is located on a gear of the gear pair, and the deflection angle of the main shaft (15) is obtained through the gear pair. The device has the advantages of high loading linearity, compact structure, space saving and the like.
