The method comprises the steps: obtaining traffic image information through unmanned aerial vehicle nodes, carrying out the preprocessing of the image information, and obtaining traffic flow data; obtaining traffic flow density according to the traffic flow data, calculating traffic flow congestion information and a congestion type, determining a congestion state in the congestion area according to the traffic flow congestion information, andgenerating a processing mode; obtaining the standby state of the unmanned aerial vehicle in a nearby area according to the processing mode, determining that the unmanned aerial vehicle enters the congestion area, adjusting the unmanned aerial vehicle to perform a reservation attitude, performing real-time aerial photography, and performing sudden event judgment to obtain result information; judging whether traffic accidents and casualties exist or not according to the result information; if so, transmitting to the platform through the unmanned aerial vehicle nodes; and using the platform to analyze and obtain information of nearby hospitals, and carrying out real-time transmission and online interconnection on traffic accident conditions and the hospitals through aerial pictures of the unmanned aerial vehicle.
