The method comprises the steps that a reflector group is arranged on the road surface of a lane, a control unit, an emitter and a receiver are arranged on a vehicle, emitted waves emitted by the emitter are reflected by the reflectorgroup, the receiver receives reflected waves formed by reflecting the emitted waves by the reflector group, the control unit determines an encoding instruction represented by the reflected waves according to the reflected waves so as to determine the instruction content represented by the encoding instruction, and controls the vehicle according to the determined instruction content, and the instruction content represented by the encoding instruction of the reflector group is a roadside static identifier such as a vehicle position, a lane attribute and the like. Dynamic identification information such as traffic lights and the like is transmitted to the vehicle by a roadside active transmitting device. According to specific circumstances, a portion of the static identity may also be transmitted to the vehicle by the roadside active transmitting device.
