The invention discloses a tower crane path planning and responding system which comprises an obstacle modeling system, a dispatching object management system, an environment management system, a dispatching point-to-point input module and a path planning host. The tower crane electric control system communicates with a tower arm rotation motor, a trolley advancing motor and a lifting hook lifting motor; the obstacle modeling system, the shipping object modeling system and the environment acquisition system are all connected to the path planning host. The path planning host is also in communication connection with an offset database and an environmental factor database; according to the tower crane path planning and responding system, the independent path calculation equipment is adopted, a plurality of operation paths can be planned, the tower crane selects the corresponding operation path according to the operation requirement, and therefore unmanned carrying path planning can be achieved.
