The invention discloses a low-altitude airship adopting ionic wind power. The low-altitude airship is composed of an airship body, ionic wind propellers, a power source system and an empennage. The boat body is an airtight air bag and is filled with buoyancy lift gas to provide lift force. The ionic wind propeller provides power needed by flight for the airship and is composed of a duct, a discharge electrode and a collector electrode, and a plurality of electrode pairs are of an array structure. Charged particles are generated by corona air of the ionic wind propellers, and air flow is accelerated by electrostatic force, so that thrust is generated to push the airship to advance. The power supply system adopts a renewable energy system composed of a thin-film solar cell and an energy storage battery, is matched with a booster circuit, outputs kilovolt-level direct-current high-voltage electricity and provides electric energy for the ionic wind propeller. The empennage comprises a horizontal empennage and a vertical empennage and is used for controlling the posture of the airship The airship provided by the invention is low in noise in flight, does not generate combustion pollutants, utilizes the thin-film solar cell to perform photoelectric conversion, and can execute a silent and long-endurance low-altitude flight task.
