The electric quantity of the whole vehicle power battery is stabilized near a target value, the electric quantity fluctuation is small, the charging and discharging times of the power battery are few, and the service life of the power battery is long. The fuel cell is stable in operation condition, low in hydrogen consumption and long in service life.
