The invention relates to a water level emergency measurement system which is used for measuring water level information of a target water area and comprises a movable water level station capable of floating on the water surface of the target water area and further comprises a first emergency base station. The first emergency base station comprises a first satellite radio communication module and a first radio station, the first satellite radio communication module is used for communicating with a satellite, and the first radio station is used for communicating with the mobile water level station so as to send differential data to the mobile water level station; the mobile water level station comprises a water level information calculation module and a communication module, the water level information calculation module is used for calculating water level information according to the differential data, the communication module comprises a water level station radio station and a water level station satellite radio positioning module, and the water level station radio station is used for receiving the differential data sent by the first radio station; the mobile water level station is in communication connection with the satellite and the management platform. The method has the function of measuring the water level of the target water area under the condition that the mobile network is unavailable.
