Electric vehicle battery system control strategies in conjunction with thermal management are described. In an example, a method includes powering, by a system operably coupled to at least one processor, one or more electrical systems of an electric vehicle with a smart cell system including a plurality of battery cells, each including a local controller, the local controller controls operation of a respective battery cell connected to the local controller. The method further includes determining, by the system, control information for each of the battery cells, the control information resulting in a balance between placing the respective battery cell within the target hot window and satisfying the power demand of the one or more electrical systems, and the system guides the local controller to control the operation of the corresponding battery cell according to the control information.
