The invention belongs to the field of underwater equipment, and particularly relates to a walking chassis capable of switching walking modes and an underwater robot, the walking chassis comprises a frame body, a crawler walking mechanism and a skid walking mechanism; wherein the crawler walking mechanism is arranged on the frame body; the skid walking mechanism comprises a mounting frame arranged on the crawler walking mechanism or the frame body, a rotation driving assembly arranged on the mounting frame, a rotating arm rotationally arranged on the mounting frame and a skid body connected to the rotating arm, and the rotation driving assembly is used for driving the rotating arm and driving the skid body to turn over up and down. The skid body is turned upwards to be switched to the crawler driving walking mode, and the skid body is turned downwards to be switched to the skid walking mode. According to the walking chassis and the underwater robot, a hydraulic cylinder lifting mechanism and a complex linkage structure are not needed, the switching process is simplified, and the switching efficiency is remarkably improved. The two modes can be rapidly switched without external intervention, shutdown or external assistance, and the continuity and efficiency of task execution are improved.
