Provided is a VCU 60 that includes a first battery pack 21 and a second battery pack 22 connected in parallel to each other and a drive motor 2, the VCU 60 including: a voltage information acquisition unit 61 that acquires voltage values V1 and V2 of the respective battery packs; a voltage value comparison unit 62 that compares, when a state of an accelerator pedal 40 is switched to an OFF state, a voltage value of an active battery pack with a voltage value of a standby battery pack; and a selection unit 63 that selects a drive battery pack, wherein the selection unit 63 selects both the active battery pack and the standby battery pack as drive battery packs when a voltage difference is less than a prescribed value Vp, and selects one of the standby battery pack and the active battery pack having a higher voltage value as a drive battery pack when a voltage difference is the prescribed value Vp or more.
