According to the present invention, a battery monitoring system that monitors a plurality of storage batteries generates and records daily report data that is at least one of a maximum value, a minimum value, an average value, and an integrated value for battery characteristic values for all of the storage batteries for one day and transmits the daily report data to a ground server. The battery monitoring system also generates and records time series data for the battery characteristic values for a portion of the storage batteries for one day and transmits the time series data for the portion of the storage batteries to the ground server in conjunction with the daily report data for all of the storage batteries. Target storage batteries for which the time series data is acquired are switched every day. The target storage batteries that are switched every day are from series groups. The same number of target storage batteries that are switched every day are selected from all of the series groups. The battery characteristic values for the storage batteries represent one or more of current, voltage, temperature, and state of charge. The present invention thereby provides a rolling stock battery monitoring system that can reduce communication traffic for transmitting data needed for life estimation, predictive diagnosis, failure factor analysis, and the like from rolling stock to a ground server.
