PROBLEM TO BE SOLVED: To automatically compile a power-saving schedule for achieving reducing power consumption down to a certain electric power usage rate on the basis of a planned schedule that is a railway operation plan, and to provide the power-saving schedule to an operator.SOLUTION: Provided is a schedule compilation system comprising: a schedule compilation apparatus that includes a planned schedule compilation unit compiling a planned schedule that is a railway operation plan, a power-consumption calculation unit calculating electric power consumption of the schedule, a power-saving schedule compilation unit changing the planned schedule so as to reduce the power consumption down to a certain electric power usage rate, and a data communication unit distributing data such as the planned schedule and the power-saving schedule to the other apparatus or a plurality of operation management systems; a schedule display console that includes a man-machine input unit receiving input information from an operator, a screen display unit displaying each data such as the planned schedule and the power-saving schedule, and a data communication unit that can transmit or receive data to or from the other apparatus.
