PROBLEM TO BE SOLVED: To provide a technology to reduce the time required for software distribution to a control device in a train operation management system.SOLUTION: A remote maintenance device 101 connected to a control device in a train operation management system through a communication channel for upgrading the software of the control device from a remote place, includes: information reception parts 204 and 206 for receiving operation-related information related to a train operation; a transmission speed determination part 211 for determining a state of a load on the control device based on the operation-related information, and, according to the state of the load, determining a transmission speed at which to transmit the upgrade software to the control device; and an upgrade software transmission part 213 for transmitting the upgrade software to the control device at the transmission speed.SELECTED DRAWING: Figure 2
