PROBLEM TO BE SOLVED: To provide an electromagnetic brake device capable of reducing operation sounds of a brake by a simple configuration and excellent in long-term reliability, a hoist, and an elevator.SOLUTION: An electromagnetic brake device 10 includes a brake part 17, an armature 14, a core 11, an urging mechanism 13, and an electromagnetic coil 12. The core 11 is arranged in the state of facing a principal plane part 14c of the armature 14. The armature 14 is configured so that attractive forces acting between the principal plane part 14c and the core 11 can be different from each other on the one side of the principal plane part 14c and the other side thereof.SELECTED DRAWING: Figure 3
