To appropriately maintain a frequency of operation of a balancer circuit and reduce a cell voltage variation of a battery pack of an electric vehicle.SOLUTION: A battery control device 50 controls an assembled battery 20 in which a plurality of battery cells 22 is connected in series. A balancer circuit 40 performs balancing control for reducing voltage variation among the battery cells 22. A deterioration estimating unit 52 estimates a degree of deterioration of the assembled battery 20. A balancer circuit control unit 54 determines a start timing of the balancing control by the balancer circuit on the basis of the degree of deterioration of the assembled battery 20.SELECTED DRAWING: Figure 1
