To provide a vehicle height adjusting device and a shock absorber capable of smooth vehicle height adjustment without requiring high machining accuracy.SOLUTION: A vehicle height adjusting device 1 of the present invention comprises: a cylindrical member 2; an annular first spring seat 3 that is axially slidable on an outer periphery of the cylindrical member 2; a second spring seat 4 that faces the first spring seat 3; a suspension spring 5 interposed between the first spring seat 3 and the second spring seat 4; and a drive source 6 capable of driving the first spring seat 3 axially with respect to the cylindrical member 2. One of an outer circumference of the cylindrical member 2 and an inner circumference of the first spring seat 3 has a plurality of planes 2a formed along a moving direction of the first spring seat 3. The other of an outer circumference of the cylindrical member 2 and an inner circumference of the first spring seat 3 has two or more curved surfaces that are in contact with each of the planes 2a and are arranged along the moving direction, or curved surfaces that are in contact along the moving direction.SELECTED DRAWING: Figure 2
