To provide a two-stage type bicycle parking device in which a rack supported by a constant load spring and moving in a vertical direction along a support pole restricts a collision noise occurring in a collision with a part of the support pole near an uppermost end in a state of being loaded with or without a bicycle.SOLUTION: One end of an upper side constant load spring 5 is fixed to a rack 3 and other end is wound near an uppermost end of a support pole 2 to form a wound object 24. A brake member 23 is installed near the wound object 24. The brake member 23 comprises a friction member 25 in contact with the wound object 24, a screw member 26 of which one end is fixed to the friction member 25 and a lever 27 fixed opposite to the friction member 25 of the screw member 26 and twists the lever 27 to rotate and move the screw member 26, thus makes the friction member 25 contact with the wound object 24 to restrict an elevation speed of the rack 3. 【課題】 2段式の駐輪装置であって、自転車を搭載した状態または搭載しない状態で、定荷重バネに支えられて支柱に沿って上下動するラックが、最上端近くで支柱の一部に衝突した際に発生する衝突音を抑制する。【解決手段】 上側定荷重バネ5は一端がラック3に固定され、他端が支柱2の最上端近くで巻かれて巻物24を形成する。巻物24の近くにブレーキ部材23を設置する。ブレーキ部材23は、巻物24と接する摩擦部材25と、摩擦部材25を一端を固定したネジ部材26と、ネジ部材26の摩擦部材25と反対側に固定したレバー27とからなり、レバー27を捻ってネジ部材26を回転移動させ、結果として、摩擦部材25を巻物24に接触させてラック3の上昇速度を抑制する。ラック3に固定したストッパー16が支柱2のストッパー係止用孔18aに入る直前にラック3の速度がゼロ近くになるのが望ましい。【選択図】図17
