To execute reprogramming properly while avoiding the increase in capacity of a storage device in advance.SOLUTION: An electronic controller 1 includes: a storage unit 4 having a plurality of memory areas; a software write unit 5 which can write one of first software which is essential for vehicle control and second software which is not essential for the vehicle control, to each of the memory areas; and a use area determination unit 6 which determines the type of the software held in each of the memory areas, and selects a first control state in which only the first software is used for the vehicle control or a second control state in which both first software and second software are used for the vehicle control.SELECTED DRAWING: Figure 1
