To provide a safety management system and a safety management method that are capable of detecting an object in a dusty environment more accurately than ever before.SOLUTION: A safety management system includes: a LIDAR (Light Detection and Ranging) that acquires point cloud data of an object based on an FM-CW (Time of Flight) method; a calculation device that detects a distance to and a speed of the object based on the point cloud data, determines an approach of the object, and outputs an alarm signal according to a result of the determination; and an alarm device that issues an alarm based on the alarm signal.SELECTED DRAWING: Figure 1
