To provide a wheel suspension device excellent in high speed swinging, traveling stability, and impact absorption, and a vehicle having the same.SOLUTION: A wheel suspension device 4 has; an inclination mechanism 7 provided on a chassis 2 of a vehicle 1, suspending a pair of right and left wheels 3, 3 and inclining the wheels 3, 3 at the same angle on the right and left; and two wheel supporting mechanisms supporting the wheels 3, 3 to be oscillatable independently on the right and left against the inclination mechanism 7. The wheel supporting mechanism has: a swing arm supporting the wheel 3 around a pivot shaft as an oscillating center; a buffer having one end part connected to a base end part of the swing arm; and a bracket supporting each of the buffer and the swing arm to be rotatable. A side member of the inclination mechanism 7 is provided between a top connection shaft connected with a top connection member and a bottom connection shaft connected with a bottom connection member.SELECTED DRAWING: Figure 1
