To provide an unmanned aircraft, a flight control system, a flight control method, a program, a recording medium and a method of producing the flight control system which can perform an operation in a horizontal direction by means of an operation machine and can fly while constantly maintaining the terrain clearance, in such a case that an operation in a height direction is not performed.SOLUTION: An unmanned aircraft includes a communication part, a control part, an acquisition part, a first storage part which stores a relative altitude to the ground surface of the unmanned aircraft and a second storage part which stores altitude data of the ground surface in a flight area of the unmanned aircraft. Therein, the control part contains a position target value calculation part which calculates a position target value in a horizontal direction based on a position in the horizontal direction of the unmanned aircraft acquired by the acquisition part and an operation signal in the horizontal direction from an operation machine, an altitude calculation part which calculates the altitude of ground surface corresponding to the position target value in the horizontal direction on the basis of the position target value in the horizontal direction and altitude data and a height target value calculation part which calculates a height target value based on the calculated altitude and the relative altitude.SELECTED DRAWING: Figure 4
